Regional Clerk forced to release redacted sections of illegally closed meeting

In January 2016, Regional Council held, at great cost to taxpayers, an illegally closed-to-the-public water fluoridation ‘education’ meeting.  [The meeting was rigged in favour of continuing water fluoridation.  What was supposed to be a balanced meeting presenting both sides of the issue, was in fact purposely weighted 2:1 towards the pro-F side by Staff, with 3 pro-F experts and the pro-F Regional Medical Officer, and only 2 safe-water experts.  On top of that, the 3 pro-F experts all spoke after the 2 safe-water experts.]

An investigation ensued, requested by FFP in accordance with the Municipal Act, with the inescapable finding that “Council for the  Region of Peel  breached the  open meetings requirement of the  Municipal Act  when meeting in closed session  under section 239.(3.1) of the  Municipal Act  on  January 21, 2016.” (see https://www.peelregion.ca/council/final-report-July-2016.pdf).

Since then, residents, including FFP, have been working to obtain the transcript and audio recording of that meeting, as well as the experts’ presentations.  The Regional Clerk, to this day, continues to withhold the entire audio recording, and has provided only a heavily redacted written transcript.

Originally, every single word spoken by 2 of the pro-F experts (one of which is in fact not remotely expert on the topic) was redacted by the Regional Clerk.  Apparently someone lacks confidence in their expert opinions to the extent that they wish for them not to be released for public scrutiny.

Appeals were made to the Information and Privacy Commissioner, at least some of which are ongoing.

According to the mediator for FFP’s appeal for the audio recording, the following orders have been mentioned to the Region: Orders PO-1153 (which I cannot find) and PO-2424 (which supported an individual’s effort to obtain an audio recording of a record, after an institution had only provided a written copy).

On August 9th, the Region mailed out the letter below along with a revised version of the transcript.  All but one paragraph spoken by one of the previously redacted pro-F experts is now released.  None of the serious typos, brought to the Clerk’s attention many months ago, have been fixed (see this earlier post).  (The transcript file is too large to upload to this website but we will try to get it posted elsewhere and linked to this page.)

Every word spoken by pro-industrial-waste-in-tap-water dentist Myron Allukian is still redacted.

And the Clerk continues to withhold every single second of the audio recording, against the apparent wishes of Council (as expressed at their Council meeting of September 8th, 2016) and against the Public interest, for no apparent reason other than to keep the Public in the dark as much as possible.

Apparently an adjudicator for the IPC will now take over this file and address the outstanding disputed issues.
